A steady red X is lit above a lane. What does it mean?
The rule
Lights above a lane tell you how you may use it: a steady red X means don't drive in it; a steady yellow X means move out of it; a flashing yellow X means it is for left turns only; a green arrow means you may use it.
A steady red X over a lane means do not drive in it. A steady yellow X means leave the lane, and a green arrow means you may use it.
From the New York State Driver's Manual, page 31. This question is our own wording of that rule. The handbook and the DMV have the final word.
