How much authority does a work zone flagger have?

The rule

A work zone flagger who signals you to stop, go on with care or change lanes has the same authority as a sign; you can get a ticket for disobeying.

A flagger's directions count just like a sign's. If you disobey them, you can get a ticket.

From the New York State Driver's Manual, page 49. This question is our own wording of that rule. The handbook and the DMV have the final word.
