On a road with double solid yellow lines, a bicyclist is ahead and the other lane is clear. May you cross the lines to pass?
The rule
Even where your side has a solid yellow line, or there are double solid yellow lines, you may cross them to pass pedestrians, bicyclists, or scooter or skateboard riders when the other lane is clear and the pass is safe.
Double solid yellow lines may be crossed to pass people walking, biking, or riding scooters or skateboards, once the other lane is clear and the pass is safe.
From the Virginia Driver's Manual, section 2, page 11. This question is our own wording of that rule. The handbook and the DMV have the final word.
