When is a road often the most slippery?

The rule

Roads get very slick right when rain begins, most of all after a long dry, hot spell, because oil and dust haven't washed off yet. Slow down as soon as it starts.

The first rain after dry weather mixes with oil and dust on the road, making it very slick. Slow down as soon as it starts to rain.

From the California Driver Handbook, section 8, page 61. This question is our own wording of that rule. The handbook and the DMV have the final word.
