When may you drive into an intersection if cars are backed up beyond it?
The rule
Don't drive into an intersection when traffic beyond it is backed up and you can't get all the way through; wait so you don't block it, even on a green light.
Don't enter an intersection when traffic is backed up on the far side and you can't get completely through. Wait until traffic ahead clears.
From the New York State Driver's Manual, page 35. This question is our own wording of that rule. The handbook and the DMV have the final word.
