On a two-lane road with one lane each way, where is passing against the law?
The rule
Passing is unlawful on hills and curves, at intersections and railroad crossings (unless two or more lanes go your way), on the shoulder, past a stopped school bus, where a solid line is on your left, and at a crosswalk where a car has stopped.
Passing is unlawful and unsafe on hills, on curves, and at intersections or railroad crossings, unless two or more lanes go your way.
From the Virginia Driver's Manual, section 3, page 17. This question is our own wording of that rule. The handbook and the DMV have the final word.
