Which headlights should you use when driving in fog?

The rule

In fog, smoke or heavy rain, turn on your headlights and drive on low beam, because high beams reflect back and cut what you can see. Whenever your wipers are on, your headlights must be on.

In fog, use your low beams. High beams reflect off the fog and make it harder to see. Parking lights never replace headlights.

From the Official Florida Driver License Handbook, page 72. This question is our own wording of that rule. The handbook and the DMV have the final word.
