What does this light mean?

The rule

A steady red light means stop at the stop line and stay stopped until green. After stopping you may turn right if no NO TURN ON RED sign is posted and the way is clear, yielding to people crossing and to traffic.

A solid red light means stop. After a full stop, you may turn right if it is safe, you yield to pedestrians, and no sign bans turning on red.

From the Official Florida Driver License Handbook, page 51. This question is our own wording of that rule. The handbook and the DMV have the final word.
