What does this light mean?
The rule
At a steady red light, stop at the stop line. Unless a sign forbids it, after a complete stop you may turn right, yielding to pedestrians and all other traffic.
A solid red light means stop. After a full stop, you may turn right if it is safe, you yield to pedestrians, and no sign bans turning on red.
From the Maryland Driver's Manual, Section 4, page 17. This question is our own wording of that rule. The handbook and the MVA have the final word.
