What does this light mean?

The rule

A solid red light means stop. You may turn right on a solid red after stopping at the limit line and yielding to pedestrians and traffic, unless a NO TURN ON RED sign is posted.

A solid red light means stop. After a full stop, you may turn right if it is safe, you yield to pedestrians, and no sign bans turning on red.

From the California Driver Handbook, section 7, page 33. This question is our own wording of that rule. The handbook and the DMV have the final word.
