What does this light mean?

The rule

At a red light, stop completely. You may then turn right after looking both ways and yielding to pedestrians and traffic, unless a No Turn on Red sign or a red right arrow is shown.

A solid red light means stop. After a full stop, you may turn right if it is safe, you yield to pedestrians, and no sign bans turning on red.

From the Virginia Driver's Manual, section 2, page 5. This question is our own wording of that rule. The handbook and the DMV have the final word.
