What does this light mean?
The rule
A steady red light means stop. After a complete stop, you may turn right if you yield to pedestrians and traffic, unless a sign says NO TURN ON RED.
A solid red light means stop. After a full stop, you may turn right if it is safe, you yield to pedestrians, and no sign bans turning on red.
From the Massachusetts Driver's Manual, page 81. This question is our own wording of that rule. The handbook and the RMV have the final word.
