What does this light mean?
The rule
On a red light, stop behind the stop line, crosswalk or intersection. You may then turn right unless a sign forbids it: stop before the crosswalk and yield to pedestrians and traffic.
A solid red light means stop. After a full stop, you may turn right if it is safe, you yield to pedestrians, and no sign bans turning on red.
From the SCDMV Driver's License Manual, page 6-3. This question is our own wording of that rule. The handbook and the DMV have the final word.
