What does this light mean?

The rule

A solid red light means a complete stop before the crosswalk or intersection, then wait for green. Unless a sign forbids it, you may turn right on red after a complete stop, yielding to traffic and pedestrians.

A solid red light means stop. After a full stop, you may turn right if it is safe, you yield to pedestrians, and no sign bans turning on red.

From the Georgia Drivers' Manual, page 34. This question is our own wording of that rule. The handbook and the DDS have the final word.
