What does this red arrow mean?
The rule
A red arrow means stop if you plan to go the arrow's way. Virginia law bans right and left turns at a red arrow while it shows, unless a sign allows a turn after stopping.
A red arrow means stop and stay stopped. In Virginia you may not turn in the arrow's direction while it shows, unless a sign says you may turn after stopping.
From the Virginia Driver's Manual, section 2, page 5. This question is our own wording of that rule. The handbook and the DMV have the final word.
