What does this flashing red light mean?
The rule
At a flashing red light, come to a complete stop, yield to all traffic and pedestrians, and go when the way is clear.
A flashing red light means stop. Once you have stopped completely, you may go when it is safe.
From the Maryland Driver's Manual, Section 4, page 18. This question is our own wording of that rule. The handbook and the MVA have the final word.
