What does a flashing DON'T WALK or flashing hand signal tell people on foot?
The rule
A flashing or steady raised hand (DON'T WALK) means people on foot must not start crossing; anyone already in the crosswalk should finish quickly, and drivers still yield to them. A countdown runs while the hand flashes.
A flashing DON'T WALK or raised hand means don't start crossing. People already in the street should finish quickly, and drivers must still yield to them.
From the Official Florida Driver License Handbook, page 55. This question is our own wording of that rule. The handbook and the DMV have the final word.
