In a work zone, what do flashing blue lights mean?

The rule

In a work zone, flashing amber or yellow lights mean workers are present, flashing blue lights mean speed cameras are on, and flashing green lights are on highway maintenance vehicles.

Flashing blue lights in a work zone mean the speed cameras are active. Amber or yellow means workers are present, and green marks maintenance vehicles.

From the Maryland Driver's Manual, Section 5, page 31. This question is our own wording of that rule. The handbook and the MVA have the final word.
