What is the fine for a first offense of using a handheld phone while driving?
The rule
Using a handheld device while driving costs $100 for a first offense; $250 and a distracted-driving course for a second; $500, an insurance surcharge and the course for a third or later. Crashing because of a phone brings criminal charges.
A first handheld-device offense is a $100 fine. The second is $250 and the third $500.
From the Massachusetts Driver's Manual, page 40. This question is our own wording of that rule. The handbook and the RMV have the final word.
