You're 30 and stopped at a red light. May you pick up your phone to read a text?

The rule

A driver may hold a phone only when the vehicle is stopped outside any public travel lane; never at a red light or STOP sign. Don't pull onto the side of a busy road to use it. A mounted phone may be used for GPS.

You may hold a phone only when the car is stopped outside any public travel lane. Red lights and STOP signs don't count.

From the Massachusetts Driver's Manual, page 39. This question is our own wording of that rule. The handbook and the RMV have the final word.
