You scrape a parked car, and the owner can't be found. What must you do?

The rule

If you damage an unattended vehicle or other property, try hard to find the owner. If you can't, leave a note at the scene with your name, phone number, the date and time and the damage, and report it to the police within 24 hours.

If you can't find the owner, leave an easy-to-find note with your name, phone number, the date and time and the damage, and report it to police within 24 hours.

From the Virginia Driver's Manual, section 3, page 25. This question is our own wording of that rule. The handbook and the DMV have the final word.
