The rule
All children under 8 must be secured in a child car seat or booster seat. A first conviction for breaking the child restraint law brings a $50 fine; a later one can mean $500.
All children under 8 must be properly buckled in a child car seat or booster seat.
From the Virginia Driver's Manual, section 4, page 27. This question is our own wording of that rule. The handbook and the DMV have the final word.
