You're driving and your phone rings. What does Virginia law say about holding it?
The rule
Virginia law bans holding a cell phone or other wireless device while driving, unless there's a driver emergency or you are lawfully parked or stopped. A phone may be used for navigation if you aren't holding it or typing into it.
Holding a phone while driving is allowed only in a driver emergency or when lawfully parked or stopped. Better still, pull over safely before using it.
From the Virginia Driver's Manual, section 3, page 24. This question is our own wording of that rule. The handbook and the DMV have the final word.
