What do double solid yellow center lines mean?

The rule

Don't pass over double solid yellow lines. You may cross a single set of them to turn left into or out of a driveway or private road, or to make a U-turn (and where signs or a left-side HOV entrance direct you).

Double solid yellow lines mean no passing for drivers on either side. Stay to the right of them.

From the California Driver Handbook, section 6, page 13. This question is our own wording of that rule. The handbook and the DMV have the final word.
