The rule
When you merge onto a limited-access highway, traffic already on the highway has the right of way; use the acceleration lane and merge into a safe gap.
When you merge, the traffic already on the highway goes first. Get up to the speed of traffic and merge into a gap big enough for your car.
From the Official Florida Driver License Handbook, page 63. This question is our own wording of that rule. The handbook and the DMV have the final word.
