You are 17 and driving. When may you use your cell phone?

The rule

If you are under 18, you may not use a cell phone or any other wireless device while driving, even hands-free, on a learner's permit or a provisional license. The only exception is a 911 call.

If you're under 18, you can't use a phone at all while driving, not even hands-free. A 911 call is the one exception.

From the Maryland Driver's Manual, Section 6, page 35. This question is our own wording of that rule. The handbook and the MVA have the final word.
