The rule

A bicycle in a crosswalk has the same right-of-way as a pedestrian, and bicycles may ride on sidewalks throughout Maryland unless a local law bans it.

A bicycle in a crosswalk has the same right-of-way as a pedestrian, so yield to it. Bicycles may also ride on sidewalks statewide unless local law bans it.

From the Maryland Driver's Manual, Section 7, page 40. This question is our own wording of that rule. The handbook and the MVA have the final word.
