You're turning right across a bike lane. Who has the right-of-way?

The rule

Bicyclists have the right-of-way when you turn. When you drive into or across a bike lane or a shoulder, yield to bicyclists riding there.

Bicyclists go first when you turn. If your path takes you into or over a bike lane or shoulder, yield to the riders there.

From the Maryland Driver's Manual, Section 7, page 40. This question is our own wording of that rule. The handbook and the MVA have the final word.
