What makes an area a thickly settled district?

The rule

An area is a thickly settled district when its buildings stand less than 200 feet apart for a quarter mile (1/4 mile) or more.

An area is thickly settled when its buildings are less than 200 feet apart for a quarter mile or more. The unposted limit there is 30 mph.

From the Massachusetts Driver's Manual, page 80. This question is our own wording of that rule. The handbook and the RMV have the final word.
