When may you start across railroad tracks?

The rule

Never start across railroad tracks unless your whole vehicle will fit on the far side and clear every track. If traffic blocks you, wait. Never stop on the tracks.

Don't cross railroad tracks unless there's room for your whole vehicle on the other side. If traffic keeps you from getting fully across, wait until there's room.

From the New York State Driver's Manual, page 61. This question is our own wording of that rule. The handbook and the DMV have the final word.
