The rule

Switch to low beams when you are within 500 feet of a vehicle coming toward you.

Your headlights must be on low beam within 500 feet of a vehicle coming toward you. For a vehicle ahead of you, the distance is 200 feet.

From the New York State Driver's Manual, page 63. This question is our own wording of that rule. The handbook and the DMV have the final word.
