The rule

Slow down as you come to a roundabout. Entering drivers let pedestrians and cars already circling go first; enter when the way is clear.

Slow down as you approach a roundabout, and yield to pedestrians and to all traffic already in it. Enter when the way is clear.

From the Virginia Driver's Manual, section 3, page 16. This question is our own wording of that rule. The handbook and the DMV have the final word.
