You're about to enter a traffic circle. Who has the right of way?

The rule

Roads into a traffic circle (roundabout) have yield signs: slow down and yield to traffic already in the circle. If the circle is empty, you don't have to wait.

Slow down as you approach a traffic circle and yield to all traffic already in it. Enter when there's a gap big enough to merge safely.

From the Maryland Driver's Manual, Section 5, page 31. This question is our own wording of that rule. The handbook and the MVA have the final word.
