Your light turns green, but a pedestrian is still crossing in front of you. Who has the right of way?
The rule
Pedestrians have the right of way when you turn right or left. Let them get all the way across the street before you start your turn, even on a green light.
If your light turns green while someone is still in the street, let that person finish crossing before you go or turn.
From the Virginia Driver's Manual, section 3, page 20. This question is our own wording of that rule. The handbook and the DMV have the final word.
