On a two-lane road, a trash truck is stopped collecting trash at the edge of your lane. How do you pass it?

The rule

Passing a trash truck stopped to collect on a highway of four or more lanes, move to a lane that isn't beside it if you safely can. With fewer lanes, or if you can't change lanes, slow to 10 mph under the limit and pass at least 2 feet to its left.

With fewer than four lanes, or if you can't change lanes, slow to 10 mph below the posted limit and pass at least 2 feet to the left of a stopped trash truck.

From the Virginia Driver's Manual, section 3, page 16. This question is our own wording of that rule. The handbook and the DMV have the final word.
