A tow truck with flashing lights is stopped on a four-lane highway's shoulder. The lane beside you is clear. What should you do?
The rule
Coming up on a stopped emergency vehicle or tow truck whose lights are flashing on a highway, move to a lane not next to it if you reasonably and safely can. If you can't, slow down and pass with caution.
For a stopped emergency vehicle or tow truck flashing its lights, move to a lane that isn't beside it when it's safe. Violations can bring a court suspension and points.
From the Virginia Driver's Manual, section 3, page 16. This question is our own wording of that rule. The handbook and the DMV have the final word.
