Tow truckShoulder

A tow truck is stopped at the side of the highway with its lights flashing. What should you do?

The rule

Maryland's Move Over Law covers any vehicle stopped, standing or parked on the road with flashing lights: move to a lane not next to it, or if you can't, slow to a safe speed.

Move to a lane that isn't next to a stopped vehicle with flashing lights. If you can't, slow down to a safe speed.

From the Maryland Driver's Manual, Section 8, page 45. This question is our own wording of that rule. The handbook and the MVA have the final word.
