Police carShoulder

A police car is stopped on the shoulder with its lights flashing, and the next lane is open. What should you do?

The rule

Coming up on a stopped emergency vehicle, slow down and move into a lane farther from it if that is safe; if not, slow down and pass it carefully.

Approaching a stopped emergency vehicle, slow down and move into a lane away from it if conditions allow.

From the SCDMV Driver's License Manual, page 10-15. This question is our own wording of that rule. The handbook and the DMV have the final word.
