When does a pedestrian using a white cane or guide dog have the right of way?

The rule

A pedestrian using a guide dog or a white cane has the right of way at all times.

People using guide dogs or white canes are partly or totally blind. They always have the right of way, wherever they cross.

From the California Driver Handbook, section 7, page 42. This question is our own wording of that rule. The handbook and the DMV have the final word.
