When may you keep driving past a school bus that's flashing red lights?

The rule

You don't have to stop for a school bus flashing red lights when it's across a divided highway from you, or across a multilane highway with two or more lanes each way.

You may keep going only when the bus is across a divided highway from you, or across a highway with two or more lanes each way. Otherwise, stop.

From the California Driver Handbook, section 7, page 51. This question is our own wording of that rule. The handbook and the DMV have the final word.
