Right of way is given, not taken
A free practice question for the Georgia permit test, with the answer explained.

What is the safest way to think about the right of way?
The rule
The right of way is something to give, not to take. Even when the law gives it to you, let the other driver go if that will prevent a crash.
The rules say who should go first, but never assume other drivers will follow them. Give up your right of way whenever it helps prevent a collision.
From the Georgia Drivers' Manual, page 17. This question is our own wording of that rule. The handbook and the DDS have the final word.
