What does this flashing yellow arrow mean?
The rule
A flashing yellow arrow means you may turn left after yielding to oncoming traffic and pedestrians. Oncoming traffic still has a green light.
A flashing yellow arrow lets you turn left, but the turn isn't protected. Yield to oncoming traffic, then turn carefully.
From the Georgia Drivers' Manual, page 34. This question is our own wording of that rule. The handbook and the DDS have the final word.
