What does this flashing yellow arrow mean?
The rule
A flashing yellow arrow lets you turn the way it points, but the oncoming lanes have a green: yield to that traffic and to pedestrians first.
A flashing yellow arrow lets you turn left, but the turn isn't protected. Yield to oncoming traffic, then turn carefully.
From the Official Florida Driver License Handbook, page 52. This question is our own wording of that rule. The handbook and the DMV have the final word.
