What does this flashing yellow arrow mean?
The rule
A flashing yellow arrow lets you turn the way it points while oncoming traffic has a green light. Turn only when there is a big enough gap and no pedestrians in your path.
A flashing yellow arrow lets you turn left, but the turn isn't protected. Yield to oncoming traffic, then turn carefully.
From the Massachusetts Driver's Manual, page 81. This question is our own wording of that rule. The handbook and the RMV have the final word.
