The rule
Don't pass within 100 feet of an intersection or a railroad crossing, or within 100 feet of a tunnel, bridge or elevated road when your view is blocked. Never pass on the shoulder.
Passing is not allowed in an intersection or within 100 feet of one. The same goes for a railroad grade crossing.
From the Maryland Driver's Manual, Section 3, page 16. This question is our own wording of that rule. The handbook and the MVA have the final word.
