What does a broken yellow center line next to your lane mean?

The rule

Where a solid yellow line runs beside a broken one, drivers on the broken-line side may pass with care; drivers on the solid-line side may not.

A broken yellow line next to your lane means you may pass, but only when it's safe.

From the Maryland Driver's Manual, Section 4, page 24. This question is our own wording of that rule. The handbook and the MVA have the final word.
