The center lines are a solid line beside a broken line, and the broken line is on your side. May you pass?
The rule
Where a solid line runs beside a broken line, the driver on the solid side may not pass or cross, except to turn left into a driveway. The driver on the broken side may pass when it's safe.
With a solid line beside a broken line, read the line nearest you. Broken on your side means you may pass if it's safe and you won't get in the way of traffic.
From the New York State Driver's Manual, page 32. This question is our own wording of that rule. The handbook and the DMV have the final word.
