What does a broken yellow center line next to your lane mean?

The rule

Yellow center lines split traffic going opposite ways. With a broken yellow line on your side you may pass when it is safe; with a solid yellow line on your side you may not.

A broken yellow line next to your lane means you may pass, but only when it's safe.

From the Official Florida Driver License Handbook, page 44. This question is our own wording of that rule. The handbook and the DMV have the final word.
