What do double solid white lines between two lanes mean?

The rule

White lines separate lanes going the same way. You may cross a broken white line to change lanes when safe; don't cross a single solid white line unless you must avoid a hazard; never change lanes across double solid white lines.

Double solid white lines mean you may not change lanes across them. Wait until the line changes to a broken white line.

From the Official Florida Driver License Handbook, page 43. This question is our own wording of that rule. The handbook and the DMV have the final word.
