What is this center lane for?

The rule

A center two-way left-turn lane may be used by drivers from either direction to turn left. It is edged by a solid yellow line outside and a broken yellow line inside.

A center two-way left-turn lane can be used by drivers from either direction to make left turns.

From the Maryland Driver's Manual, Section 4, page 21. This question is our own wording of that rule. The handbook and the MVA have the final word.
